About Sustainable Engineering Design

Sustainable Engineering and Design, LLC (SED)

Serving South Florida from Naples to Vero Beach. We offer consulting civil engineering services for a variety of clients in South Florida. We have developed positive relationships with critical local, state, and federal jurisdictional agencies which are needed for successful project approvals.


The key factors of our business success are by providing responsive client services, complete programming and scope development, quality construction documents to streamline permitting, adherence to performance schedules, and innovative Civil Engineering services to obtain credit for LEED (Leadership in Energy and Environmental Design) design elements.

  • SED believes that every project presents the opportunity to serve our clients by providing efficient, timely, and reliable engineering services. 
  • SED believes that these objectives can be accomplished in a manner that is cost effective to the client.

Quality and Construction Cost Control Techniques:

  • The production of technically accurate, coordinated, and economically sound Design Documents is the highest priority of SED and its team of sub-consultants.
  • Our products; consisting of the working civil drawings, surveys, details, specifications, cost estimates, and design calculations are a coordinated effort by the entire Design Team from start to finish.
  • At the inception of the project, SED coordinates with the client, architect, mechanical engineer, structural engineer, landscape architect, and other team members involved in the project.  During this time, the team members discuss and layout  technical requirements, the budget, schedules, and any other items of importance  for the client. Progress prints are required to check the plans with the project’s programmed elements, and these are compared with the architectural design, mechanical design,  structural design, and landscape design drawings using a paperless “Red lined Markup”type of approach whenever possible.
  • The specifications are written by the SED project manager, and are used as a further check on the accuracy of the drawings.  It is at this stage that the SED project manager is responsible for ensuring that careful coordination exists between the drawings and the specifications. SED believes that uniform terminology is of paramount importance.  Before the final documents are delivered, the entire package is reviewed one last time by the SED project manager.
  • We believe that the final results are evidence of the efficiency of this system, that is, projects that are delivered on time, within budget, and thus minimizing unnecessary change orders to the client during construction.
  • SED Engineer’s Opinion of Probable Construction Costs (EOPCC) is performed “in-house” in the following stages:
    • Preliminary EOPCC at 30% level
    • Pre-final EOPCC at 90% level
    • Final EOPCC at 100% level 

David L. Phillips, P.E.

David is a registered Florida Civil Engineer that offers nearly three decades of experience as a professional engineer in residential, commercial, industrial, institutional, and municipal development projects in civil engineering design. David is a LEED Accredited Professional, a member of the U.S. Green Building Council (USGBC) and the Florida Green Building Coalition (FGBC) He has served as Chair of the Treasure Coast Branch USGBC. 


As a native to Florida, David has worked in the Engineering field since 1990 throughout the State of Florida.  David’s sought after design expertise has led him to participate in projects as far as Madrid, Spain and the Netherlands Antilles. Specializing in storm water management and design, construction management, engineer's cost of construction opinion and project scheduling. 


David’s Florida clients have included Collier County, St. Lucie County, Indian River County, Brevard County, Okeechobee County, City of Port St. Lucie, St. Lucie County School Board, St. John’s River Water Management District, FEMA Mapping and drainage retrofit projects for a multitude of South Florida clients.  


David graduated from Florida Institute of Technology with a Bachelor of Science in Civil Engineering. He obtained his LEED Accredited Professional certification from the Green Building Certification Institute (GBCI). The Leadership in Energy and Environmental Design (LEED) Green Building Rating System encourages and accelerates global adoption of sustainable green building and development practices through the creation and implementation of universally understood and accepted tools and performance criteria.


Kandi Phillips, Realtor®

Co-founder of Sustainable Engineering and Design, LLC. Kandi is a licensed Florida Realtor®, Certified Bookkeeper with an Associate Degree in Business, Professional Interior Decorator, Feng Shui Consultant, Professional Space Planner, and Author. 


Mrs. Phillips provides a unique insight for SED through her various professional achievements. Specializing in space planning principles based off the teachings of 'Feng Shui', she is passionate about creating natural living environments for occupants while also supporting the development of land for future generations. 


Kandi has over three decades of financial accounting experience in the construction, retail and decorating fields. She is also responsible for the firm's marketing and communications in developing relationships between the firm's clients, architects, developers, realtors, contractors, and jurisdictional agencies to work together as a team in developing the concepts and solutions to create sustainable developments.


Kandi is a member of the U.S. Green Building Council (USGBC) and has served as the Communications Chair for the Treasure Coast Branch.
